With 12/24V, the resistance is low enough that it can be done using copper traces on PCB. P=V^2/R, so the resistance needed to be increase by 100 times for 12 to 120V. The traces gets a lot thinner and longer.

Some heaters are a coil of Alloy wire cast in ceramic and then enclosed in a stainless steel tube. Basically a bad inductor, but still having the surge properties of one. Same with big boy halogen bulbs.
I don’t know about anywhere else, but in North America, power enters the home via two 120V hot and one neutral. The two 120V hot legs are out of phase with each other, and when combined, you get 240V. So, from the breaker panel, you can pull 120V or 240V, depending on the type of breaker you insert at a given position. Some large appliances (water heaters, central AC units, electric stoves, large power tools) are 240V in North America, but most everything else is designed for a single leg 120V feed. Then just to make things even more complicated, large industrial businesses often have three phase 480V for the really big equipment.

Actually, some places (notably Australia and the UK) go to 240V, and this is +/- 10%, so theoretically you could be seeing anything up to 264V supplied. However, the supply companies seem to have a “better high than low” philosophy, and my UPS tells me I am currently receiving 257V on a 240V line. I actually believe the UPS, as I’ve regularly seen this happen with test equipment on the line.
