You are right, FR-4 has a glass transition temperature of around 120°C, so if you heat up your traces above that, and take into account the mechanical stress from expanding copper traces, delamination is something waiting to happen sooner or later (especially if you design corners in your traces). Add to that the fact that you usually don’t measure the temperature directly on the traces to regulate input power, you could go way beyond 120°C in your copper traces. I don’t think a lot of DIY guys actually know that there would be high-TG materials on the market better suited for PCB based heater applications…

Not always, you have to think on a global scope here before saying generalizations! In the UK a lot of houses are on what they call PME or protected multiple earths, where the earth bond goes back to the substation as a extra conductor. If you are in one of these properties and are not aware of it, and have your own ground system or leakage you can end up being lower impedance than the substation ground and grounding out faults in your neighbors properties which are also on the same bond. Where I am in europe, all the houses are individually bonded to their own low impedance earth, and the inspector comes out with a megga tester and tests its impedance before they will sign you off to connect to the public supply. It has to be below 50ohms total from any gnd pin on any socket in the property I remember from my inspection. I laid a load of mesh subfloor before pouring the floor so I had no problems with meeting spec. A nice low impedance earth will make your rcd and protection devices even more sensitive also.

When I’m doing electrical work, I *always* short the conductors to verify no power (after flipping the breaker and testing with a meter). Better safe than sorry.

From instances I have seen in forums of melting outlets, they aren’t dopes. The bottom line is 120 V is terrible for power delivery and it is really unfortunate that US adopted that level. Often times it is the outlet failing even when used in specs, either from poor install, cheap outlet, etc.Also, they get damaged, it might have been fine when someone started using it, but they miss the damage.
