Your advice / admonition overlooks the reasonable likelihood that the part wasn’t *really* rated for what it *claimed* to be rated for, nor was it constructed in a manner to keep it safe in the event of an actual failure– as in the article’s example. Such that even if he were a licensed and well-experienced “electrician” (or anything else), it STILL would (could) have failed and caused the same problem. So what you’re saying IS good advice in a general way, but only partially relevant to the actual incident from the article, IMO of course!
I don’t know, disassemble an induction heater, use the encased induction coil, feed it with mains, put a metal plate on it, and you got a safe but cumbersome heated bed using mains.
Great reasons to add L2 to your own garage, carport, parking spot: preconditioning vehicle will not reduce your SOC, lower fire risk than overloading an existing 120V circuit, more efficient charging, added resale value to your house, NEMA 14-50 outlet can be used for other things (welder, RV, heater, etc.), two EVs in the same garage, maximize off-peak charging, cool factor, etc.

The thing about the picture that worries me is the receptacles seem to be mounted below 18 inches from the floor. That is a BIG NO-NO. IF there are any gasoline cans in the garage for an old lawn-mower, etc then he has just created an explosion hazard.
I don’t think we would save that much money by swapping the heater to a mains powered. You would need something that is better insulated, and made of other materials. I highly doubt it would be possible to make a PCB with high enough resistance to work at 230V. That needs to be better insulated, more material, higher cost. Then you need to change the driver from a simple MOSFET to something isolated. Based on ebay prices of the kinds of supplies used, i would say there is a $10 saved by using a smaller power one. This is easy to see disappearing in better insulation and more complex driver.

PHEV is a lousy name for a class of cars, but what a good class they are. Most everything you say here could be said of my 2017 Ford C-Max Energi. It gets almost twice the MPG as my control car, a 2014 C-Max Hybrid. PHEV MPGs vary wildly according to your use patterns, but FWIW, mine is stuck on 65 cumulative MPG for its first 20,00 miles. At least half these days, I drove beyond the 20 mile EV range, and I drove over 100 miles on two or three days of the week, so I didn’t restrict my use to inflate my mileage.
If you’re comfortable swapping out a circuit breaker, you can get GFCI circuit breakers as well. Protect the whole circuit at the panel.
If as the report says. there’s little rear leg room and is being marketed for a 2 person family, then the answer is no.
